March / April 2024 Real Estate Excellence Member update
26th April 2024 - Pet laws and Body Corporate changes from 1st May 2024. Listen to short podcast here.
Members were advised via the April Member update on 8th April regarding amended BCCM laws. The changes include the following. The Property Management Excellence (PME) system (realestateexcellence.com.au) relevant manual chapters will be updated, and will be offline for a period before being updated. Our best practice membership email advice is always available whilst the relevant chapters are updated.
Relevant chapters will also be offline due to the new OFT PO Form 6 from 1st May 2024.
More information will be provided to Members after the commencement of the amended laws and information above via the Real Estate Excellence Member Updates service. I will also discuss during the upcoming half day PME training events being held throughout Queensland shortly (see below, and or Visit PME half day events held throughout Queensland (realestateexcellence.com.au)
Request for animals
The Regulation Amendment introduces a timeframe of 21 days (the ‘prescribed period’) for a body corporate to consider a pet request.
Deemed approvals
If the committee does not make a decision within the prescribed period, the animal is taken to be approved.
Alternatively, if a general meeting is needed to decide the request, the animal will be taken to be approved by the body corporate if either:
- a general meeting is not called within 21 days after the request is made (the ‘relevant period’)
- the body corporate does not decide the request within 6 weeks after the general meeting notice is sent out (the ‘prescribed period’).

5th April 2024 - PME manual - chapters update and more
Property Management Excellence (PME) system (realestateexcellence.com.au) Member offices.
I am currently updating the following Folders/Chapter of the PME system.
Chapter 04 - advertising and showing property,
Chapter 08 - rent arrears,
Chapter 10 - tenant obligations, and
Chapter 12 - breaches by tenants.
The updates (with much more to come) have been done for quality control, best practice explanation improvements, and for readiness of stage 2 tenancy law changes that are yet to commence. (no laws have yet been changed).
Stage 2 tenancy law reforms RTRA Act review - Queensland tenancy law reform (realestateexcellence.com.au). Some changes will start quite quickly once the Bill is passed through Parliament (assent). Other changes will come into effect at a later date (proclamation). In readiness for these new proposed laws, I have made some references in the PME manual which will be updated once they before law. There will be periods where chapters may be offline whilst updates are needed in the future.
The updates mentioned above will be live from Monday 8th April 2024.
